Seven proposals receive COMIDA incentives

(March 22, 2006) — A medical office building, an expansion for a local printing company and a new day care facility were among projects approved for Monroe County tax incentives on Tuesday. The County of Monroe Industrial Development Agency, or COMIDA, gave the go-ahead for a variety of tax incentives and rebates for seven construction and capital investments. About $8.3 million will be invested by local firms in the seven projects. Tax abatements and other incentives approved are valued at almost $400,000 for the three largest projects. One notable project is the growth of Flower City Printing, a commercial printing company that will lease a building at 1001 Lee Road in Rochester to house its expanded operations and 30 new employees in the coming months. Nine Mile Line Associates of Rochester has plans to construct a 20,000-square-foot building in Penfield to house a University of Rochester medical practice facility. And North Forest Development of Williamsville, Erie County, will construct a facility for Goddard School day care and preschool in Pittsford.

COMIDA's board also discussed issues related to the agency's local labor requirement after a union leader claimed Target Corp. contracted Buffalo-based painters for its new store at the Medley Centre in Irondequoit. Target is receiving COMIDA incentives for the store.

Terry Slaybaugh, director of Monroe County economic development, said although he hadn't heard that specific complaint, he is concerned about Target's possible lack of compliance.

"We've been talking to (Target) about their roofing and other stuff and we've got to make sure they hire local labor," Slaybaugh said. "We knew Target was going to be tough because they tend to hire national firms and national general contractors."

Target officials said Tuesday they needed more time before commenting.

Despite increased enforcement of the labor rule, this subject continues to be brought up at agency meetings.

COMIDA on Tuesday revoked incentives approved in November for Henrietta Lodging Associates for violations on a $2.2 million hotel renovation project, Slaybaugh said.
