Developer seeking green light to rezone two Paul
Road parcels
(March 25, 2006) — CHILI — Town residents have yet to find common ground on Chili Commons, a proposed 53-acre outdoor shopping complex that would bring big box department store chains to the area. North American Properties unveiled its plan to a divided crowd Thursday night and continues to wait for the town to approve the company's request to rezone two parcels on Paul Road for the project. The commons, which would be completed by September 2008, includes two 345,000-square-foot anchors, several medium-sized stores, restaurants, banks and smaller businesses. Plans also include wide sidewalks, landscaping and berms to buffer the commons from the neighborhood. Jeff Pape, director of development for North American Properties in Roswell, Ga., would not reveal the tenants that might occupy the two largest spaces. But he did say the businesses had sites in Henrietta and Greece, which would make Target, Home Depot and Lowe's among the possibilities. "We've looked at the demographics and see that Chili is a high-growth area," said Pape. He said he wouldn't ask for County of Monroe Industrial Development Agency funds for any properties owned by North American Properties. The funds are in the form of tax breaks. The Chili Planning Board tabled North American Properties' request to rezone two parcels on the 700 block of Paul Road from planned neighborhood and residential to general business last year. Pape said the company decided on its own to host the public forum of more than 120 people at the Senior Center, 3235 Chili Ave., to receive public input. Neighborhood residents gathered 300 signatures against the rezoning, citing traffic, infrastructure and flooding that could occur from Little Beaver Creek. "I don't know when people's attention spans went where driving 15 minutes to Henrietta or Greece to shop is considered a long way," said Kevin Brown, 36, of Chili, during the 1½ hour question-and-answer session. "I don't want them to make another Ridge Road (in Greece) out of Chili Avenue." Jean Delisanti, of Chili, had the opposite view. North American Properties officials began looking at the site in January 2005, talked with Daniel Kress, Chili's former director of planning, in July and met with town Supervisor Tracy Logel in October. The company is now working with the Army Corps of Engineers to mitigate the seven acres of wetlands on the site.
